"The foundation of the School of Emergency Management was established by Order No. B/49 of the Minister of Public Security on January 3, 1990, which created a one-year professional firefighter training course within the structure of the Police Higher School of the Ministry of Public Security."
Brief Introduction
The School of Emergency Management expanded its operations following the joint Order No. 19/A/39 of the Deputy Prime Minister and the Minister of Justice and Internal Affairs on March 5, 2012, which integrated the school into the University's structure. It currently consists of three specialized units: the Department of Firefighting Service, the Department of Disaster Protection Service, and the Department of Economics, Resources, and Logistics

Functions and Responsibilities
Developing and regularly updating academic goals and outcomes based on scientific foundations in alignment with Mongolian law, national security, and sectoral needs;
Defining course structures, credit hours, and learning outcomes in compliance with Bachelor-level standards while aligning development with international benchmarks;
Regularly evaluating program implementation and results to ensure continuous improvement through an internal quality assurance system;
Implementing assessments that objectively measure the knowledge, skills, and attitudes of learners to enhance training quality based on performance data;
Continuously developing faculty members' professional skills and evaluating performance by introducing research and innovation-based methodologies.
Personnel Information
The school is staffed by a professional faculty that meets the specific requirements of the Emergency Management Agency. They are dedicated to strengthening Mongolia’s disaster protection management system, educating the population on safe living practices, and preparing patriotic personnel with high military, physical, and psychological discipline. Of the total personnel, 27.7% hold Doctoral degrees (PhD) and 55.5% hold Master’s degrees.
